Texting while driving is explicitly banned in Virginia, and this applies to all drivers, regardless of age or experience. Violating this law is considered a primary offense, meaning a law enforcement officer can pull a driver over solely for texting while driving.
The fines for using a handheld device while driving in Virginia are $125 for the first offense and $250 for subsequent offenses. Additionally, if a driver is caught using a handheld device in a work zone, the fine is increased to $250, even for a first offense.
